Barcelona will launch a “renewal plan” for mopeds in March 2026

Barcelona City Council has announced a new measure within its “Pla Clima” that aims to decarbonize mobility and seeks to ensure that the Barcelona capital makes all mopeds 100% electric and zero emissions.

To do this, it will launch an incentive plan between 2026 and 2030 with an initial budget of around 15 million euros to renew 20,000 combustion mopeds and change them for electric ones.

This measure is what could be classified as a “renewal plan” since the aid, established at 600 euros per vehicle, will be linked to the scrapping of a combustion moped. According to estimates made by the city council itself, this aid of 600 euros means that it covers between 16% and 40% of the cost of a new electric moped.

In this case, the aid is a single amount, which means that it is independent, for example, of the state of the combustion moped, even if it is only one day old or the final price of the gasoline moped is more or less expensive.

Another point to take into account is that this incentive is aimed at both natural persons and legal entities (companies) and that Barcelona City Council itself has the Barcelona Municipal Services depots where the free scrapping service is offered to the citizen and the delivery of the certificate with which to request help.

Aid for mopeds from Barcelona City Council will not begin until March next year

Of course, this aid will not start until March 1, 2026, extending for four years from that moment. Until then, the council will have time to publish the official bases and finish defining all the details.

According to Barcelona City Council’s own data, there are currently 32,000 mopeds registered, of which 18,000 are in circulation. In addition, 8,000 of those 32,000 are electric so the rest (24,000) are combustion. With the objectives set by the city council, they will seek to ensure that by the end of the period there will only be 4,000 combustion mopeds left. With the measure they hope to avoid the emission of 3,000 tons of CO2 per year.

The program also seeks to promote the implementation of a charging infrastructure network for both mopeds and motorcycles. To do this, it will allocate around 3 million euros over four years to subsidize the installation with a total of 64 points, which means 45,000 euros per station that will have to keep open for at least four years.

We must not lose sight of the fact that this entire program will be launched practically in the last year of the legislature despite having a development of a total of four years, which implies that the measure should continue even with a hypothetical change of municipal government in the 2027 elections.
