The Official State Gazette published yesterday the ministerial orders that regulate the modification of the courses to obtain the permission of class A and the safe and efficient driving courses for motorcycle conductors of motorcycles and cars. These are two initiatives for road safety training in Spain, and which are part of the Action Plan 2024-2025 of the General Directorate of Traffic and that were pending development.
The reduction of the accident rate of the bikers is one of the main objectives of the Road Safety policy of the Ministry of Interior, which is why, and according to the data of fatalities of this group (66 percent of the motorcycle people involved in road accidents on road accidents, and 34 percent in urban roads had permission a) it has been necessary to modify the regulation of access to this type of motorcycle permission.
For their part, the safe and efficient driving courses that have been imparting by different entities, have established themselves as a good continuous training practice to people with driving permit. For this reason, they were included in the last modification of the Traffic and Road Safety Law as an additional and voluntary instrument, which will allow drivers to recover two points of their balance if they surpass them.
Courses for obtaining the card in detail
To obtain permission, it is necessary to be over 20 years old, be in possession of the A2 permit with at least two years old (which is the one who enables driving motorcycles of 0.2 kW/kg of up to 35 kW of power) and perform an access course to obtain permission from class A.
Taking into account that the person who obtains it can drive motorcycles of any displacement, and that it is the most frequent permission in motorcycle drivers involved in mortal sinister, the new order comes to influence the formation of the main causes of mortal accidents, aware of their consequences, forming drivers in the assistance systems for motorcycle driving and adapting the content of the course to the new mobility.
The main changes and novelties that are collected in the new order are:
- Greater weight for open circulation to the detriment of closed circuit, considering that, in the case of students who are already holders of a class A2 driving permit with two years old, they have sufficient skill in the closed circuit maneuvers. In this way, three hours of theoretical knowledge, two hours of closed circuit and four hours of circulation open to general traffic will be taught.
- Two of the four hours of traffic in traffic open training must necessarily run on conventional road. This type of non -unfolded pathways is where most of the mortal accidents of motorists are produced.
- It is established in a mandatory basis, both for students and teachers, the use of the airbag, an essential element in the equipment of the bikers that involves the protection of the critical areas of the thorax, an area in which 35 percent of the deceased motorists and more than 25 percent of hospitalized motorists suffer injuries.
- It is incorporated, within the theoretical formation, the knowledge of the driving aid systems in the motorcycles (grief), technical assists that incorporate motorcycles and that contribute to make the driving of the bikers safer and therefore to reduce accidents. In addition, content about new mobility is updated, always affecting the main risk factors and the protection of vulnerable.
- Obligation of the teacher to track the students on motorcycle during traffic open circulation practices that will be in groups of a maximum of three students per teacher. As for the practices corresponding to closed circuit maneuvers, each teacher will have a maximum of five students.
- Possibility that the theoretical content can be carried out online, by telephone or virtual classroom.
Once the course has been exceeded, which must be accredited by the center that has been taught, its holder may request the General Directorate of Traffic the permission of class A. With the objective that the private driving schools taught by these courses, have time to adapt to the new needs collected in the order, the entry into force of the same is July 1, 2025.
Safe and efficient driving courses in detail
The second of the orders published today in the BOE is that relative to the safe and efficient driving courses. Voluntary courses that will allow drivers to recover two points of their balance, if they exceed it, also becoming a resource for recycling of drivers who, not requiring the planned bonus of points, want to improve their driving making this safer and more efficient.
Two types of courses have been established depending on the vehicle, one for cars and one for motorcycles and cyclomotor. This second includes two modalities depending on the type of road: safe and efficient driving courses in urban zone and another for conventional road.
The main objective of these courses is to train drivers in different techniques aimed at avoiding claims, preparing the driver to solve dangerous situations, adopting good practices in driving and equipment and avoiding in any case any reference to sports driving.
The holders of a valid and in force that enable them to conduct the aforementioned vehicles, provided that at the time of their realization they keep a positive balance of points will be able to conduct these courses. Once the course has been exceeded, it will be bonus with two additional points up to a fifteen limit, with a maximum frequency of one course of each type every two years.
Each course will have a minimum duration of Six school hourswith theoretical training and practical training of maneuvers and circulation and can be performed in one or two sessions. The theoretical part, which will have a minimum of an hour and forty -five minutes, can be distributed throughout the sessions, interspersing it with the practical formation to strengthen the messages, and half an hour must be mandatory at the beginning of the course and another half an hour at the end of it by way of conclusions.
The practical formation will last four hours and fifteen minutes and will be carried out both in a closed circuit and in the open roads. The theoretical content and practical maneuvers to be carried out in both courses modalities are collected in the annexes of said order. The entry into force of these safe and efficient driving courses will be twenty days of its publication in the BOE.
